Staff noted the property lies within 300 feet of public water and wastewater lines and that the applicant may be required to extend those utilities; the site is part of the Matthew Road Mobile Home Estates area, where streets are private and not maintained by the city.
Council discussed that the city cannot assume maintenance of private streets and reminded residents that platting and utility-connection requirements must be satisfied before issuance of building permits. On motion and second, the council approved the rezoning; staff recorded that applicants must secure plat approval and file it with the county prior to building permits and must connect to city water and sewer if required by public infrastructure and public health departments.
