Planning staff correct APF report: Northern Middle also exceeded capacity in 2024–25

Planning staff told the commission they corrected an error in the fall 2024 and spring 2025 APF reports after identifying swapped teaching-station counts for Northern Middle and Plum Point Middle.
"The number of teaching stations for Northern Middle and Plum Point Middle Schools were reversed in each report," planner Tay Harris said, noting the correction changes the APF findings. As corrected, the fall 2024 report had incorrectly shown only Mount Harmony Elementary over capacity at 106.5%. The corrected data show Northern Middle also exceeded capacity at 106% (fall) and 106.6% (spring).
The department distributed a memo to the commission describing the correction and its effect on APF findings. Commissioners thanked staff for catching and correcting the error and asked procedural questions about how mid-cycle applications are handled when a district is listed over 100% capacity.
Staff said formal APF calculations are performed semiannually and that development applicants and engineers receive the reports used for recording; minor administrative denials are handled in-house while major impacts will appear in staff reports to the commission.
