Consultants presented the transportation element, showing functional-classification maps, lane counts, sidewalk coverage, transit routes and intersection volume-to-capacity ratios. Staff explained the LOS methodology and noted a few intersections (including the C Street/Larch area) that show reduced performance under growth projections.
Council asked for clearer map legends and closer explanation of what numeric values represent on the roadway-segment maps; the team agreed to add explanatory notes and to fix labeling/formatting issues in the projects and funding table (for example, TIB, TIF, HSIP and developer funding lines). Short- and long-range projects were identified and tied to potential funding sources in the CIP appendix.
