Council questions housing metrics after consultants cite HAP tool and student households

Council members asked the project team to add clearer explanatory text to the housing section after seeing disparities in some of the tabulated numbers. A consultant explained that the Housing for All Planning (HAP) tool uses a land-capacity analysis and income-band modeling that can yield unexpected rounding results, and that locally high student-household counts can push more units into lower AMI bands.

One council member asked whether median income figures compared city and county values; the consultants agreed to verify sources and update charts. The team suggested adding a note that "College Place's housing market is influenced by nearby Walla Walla University; student households frequently report incomes that place them in lower AMI categories," and to pair HAP outputs with local enrollment and occupancy data when presenting final allocations.
