Council reviews draft 2026 comprehensive plan, directs edits before 60-day review

The College Place City Council workshop on Tuesday reviewed the draft 2026 comprehensive plan and asked consultants to incorporate council edits before a 60-day Commerce/public comment review. Mayor Hernandez convened the meeting at 5:32 p.m. and turned the presentation over to consulting staff to guide a chapter-by-chapter review.
Elizabeth Smith, the project's planner, outlined the meeting objectives and the planning process that led to the draft, saying, "My name is Elizabeth Smith. I'm the project manager and planner, on the comp plan update." Council members pressed for clarifications on several technical points — including demographic labeling, land-use map symbology, groundwater-well counts and park acreage — and staff committed to correcting the record and updating the plan text and figures. Consultants said they will incorporate the council's comments, submit the draft for the required 60-day review, and return in the fall for planning commission recommendation and a final council adoption later this year.
