Panel advances bill letting optometrists perform three laser procedures within training

After extensive testimony for and against, the subcommittee passed SB 20-76 (as amended) to allow optometrists to use certain laser procedures (YAG capsulotomy, SLT trabeculoplasty, peripheral iridotomy) within training and to require board rulemaking for new procedures.
Senator Watson presented an amended SB 20-76 that would permit optometrists to perform three specific laser procedures on the anterior segment "within their training," subject to board standards and an approval process for new techniques. Watson said the amendment was narrowed to address earlier concerns about board approval and training standards and emphasized rural access gaps.
Ophthalmology testimony from Dr. Bahin Barahimi of the Tennessee Society of Eye Surgeons warned of the risks of intraocular lasers, saying misfocused energy can damage the retina and lead to irreversible vision loss: "Once the retina is scarred, the vision can never be restored." Optometry witnesses including faculty from Southern College of Optometry described multi-year accredited training, supervised clinical experience and cases performed by students as evidence supporting safe practice expansion. After debate and cross-examination, the committee passed the bill (vote 8–1 reported).
