Hutto council debates who pays for police, public‑works and rising surety bonds for events

Discussion at the Feb. 19 work session covered cost allocation for officers, public‑works support and other city services used at special events. Staff described a mix of current practices—external promoters sometimes hire off‑duty officers at a negotiated off‑duty rate, while city‑sponsored events use city overtime—and proposed clearer rules on charging external organizers for city services.

Council members said organizers should bear the cost for services they require. One council member suggested a permit cost tied to city expense, saying, “If it’s $1,200 then I think the discussion ought to be, it's a $1,200 permit to do that event because that's the cost from the city side.” Staff proposed creating a fee inventory so applicants know in advance the cost of requested services (barricades, generators, additional officers, public‑works setup) and suggested the council could choose to subsidize some city‑sponsored events.

On financial assurance, staff proposed increasing the surety bond requirement on the ordinance from $10,000 to $15,000 for larger events to provide funds for cleanup or repairs if an organizer fails to meet obligations. Staff estimated surety bond costs typically run in a percentage band of the bond amount (staff cited a rough 10–20% example and an illustrative $150–$400 range for smaller bonds) and acknowledged the need to understand impacts on organizers.

Council directed staff to draft a fee inventory and present appendix A with proposed fees and any recommended exceptions for city‑sponsored community events.
