Council questions exemption for Hutto ISD events as staff rewrites permit rules

Staff said the exemption conversation was centered on frequently occurring events such as home football games, which already have emergency action plans and often coordinate law enforcement. The parks‑and‑rec director noted that parades remain governed by a separate parade ordinance and that parade activity by the school district would still be subject to parade permitting.
Council asked staff to refine the exemption language to address non‑football school events that lack emergency action plans and to consider a mechanism for season‑level permitting for regularly recurring events, rather than requiring a full permit cycle for every game. Staff agreed to return with clarified language.
The discussion did not produce a vote; staff will return with proposed revisions to the exemption language and further guidance on how the city will require, verify or accept EAPs for school‑sponsored events.
