Becky King, managing director of Community and Neighborhood Development, summarized the CZB housing study and urged council to adopt a strategy that addresses a persistent affordability gap and a market gap in Garland's housing market. King said the plan uses "economic focus areas" to concentrate limited city resources where private investment can be most effectively leveraged.
"So for downtown, the goal would be to add 2,500 housing units over the next 10 years," King said, describing a targeted approach that pairs baseline citywide services with concentrated stabilization, revitalization and redevelopment programs in priority nodes. The strategy emphasizes expanding assistance for vulnerable households while using incentive tools to attract market-rate and mixed-income infill housing in key nodes.
Council members asked how bond funding and corridor projects align with the map. King confirmed that median enhancements and gateway signage in the bond program overlap many of the proposed corridors and said the city will sequence work by readiness and expected return on investment. The presentation concluded with staff noting two resolutions to come before council at tomorrow's meeting: (1) a resolution supporting the housing strategy and (2) a resolution adopting the identified economic focus areas.
