Becky King, managing director of community and neighborhood development, summarized the CZB housing study and the proposed Garland housing strategy during the June 15 work session. The study identifies a negative feedback loop in parts of Garland—aging housing stock, deferred maintenance and outdated strip centers—that has reduced market demand and commercial amenities.
King and her team described a strategic framework that addresses two investment gaps: a market gap (lack of higher‑price housing and commercial capacity) and an affordability gap (cost to build/maintain exceeds ability to pay). The plan proposes concentrating resources in defined economic focus areas—downtown, the wedge, Beltline and Broadway—with tailored incentives, public‑realm improvements, and programs to preserve affordable housing. King said the housing strategy and related resolutions will be presented for adoption at the June 16 regular council meeting.
Council members asked about funding (bond corridor beautification was cited at $20,000,000) and measurement; staff said the plan includes annual reviews, dashboards and performance metrics so council can adjust priorities over time.
