Springdale Planning Commission elevates wildfire code, parking and river protection to top priorities

The Springdale Planning Commission revisited its 2026 work program on March 18 and moved multiple items to the top priority tier.
Director of Community Development Thomas Dansie reviewed Exhibit A, the commission's work list, and asked commissioners to confirm which items should be escalated. Commissioners agreed on five Priority 1 items: adoption of the International Wildland Urban Interface code and local wildfire protections; revisions to the parking ordinance; protection measures for the Virgin River consistent with the Virgin River Management Plan; clarifying rules for nonconforming properties in the Commercial (CC) zone; and drafting a town-level standard for stormwater management during construction.
Commissioners said the changes were driven by the town's General Plan goals and recent state and county guidance. ‘‘The Commission may wish to review the Land Use and Town Appearance chapter of the General Plan,’’ Dansie said in the staff memorandum attached as Exhibit A, which commissioners used to guide the reprioritization. Several commissioners emphasized protecting riparian function and balancing new rules so small-scale residential or agricultural activities are not unintentionally burdened.
Staff will return with ordinance language or draft code changes on specific items; the commission identified research and model ordinance examples (e.g., for vacant commercial buildings and retaining wall standards) as next steps.
