Garland adopts 'Garland on the Rise' 2026'1036 strategic plan

The Garland City Council unanimously adopted "Garland on the Rise 2026'1036," the city's new 10-year strategic plan, at its June 16 meeting.
City Manager Betts told the council the plan "offers a vision forward for the city for the next 10 years to solve both the housing problems that have resulted in a decline in some of our residential areas and challenges to our commercial corridors and also deals with the plan to deal with the structural financial difficulties that result from Senate Bill 2 and the revenue caps that the legislature has imposed on us." Mayor Pro Tem Luck moved adoption; the council approved the plan with no further debate.
Council members approved the plan as a guiding document intended to shape priorities for infrastructure, neighborhood strengthening and economic development. Staff noted future steps will include selecting economic focus areas (approved at the same meeting) and identifying specific programs and funding to implement plan goals.
