County weighs Trane service packages for jail HVAC, including 24/7 remote monitoring

St. Clair County staff presented two maintenance and support options from Trane for the jail HVAC replacement and ongoing service. Jason, who led the presentation, said the simpler service package would cost roughly $21,000 a year and that the two-year ask in the proposal totaled $43,281, while a more comprehensive Building Automation System (BAS) package would provide 24/7 remote monitoring and 96 banked field hours per year.
"That is, 21,000 a year, $43,281 for the 2 years that we're asking for," Jason said when outlining the basic plan, and he described the BAS option as including remote diagnostics and faster troubleshooting. Commissioners asked whether money could come from previously authorized jail bond funds and pressed staff to negotiate a later start date or additional warranty coverage. The commission did not take a final vote; staff said they will return with negotiated terms, a recommended start date and funding source suggestions before any contract action.
