Commissioners negotiated conditions that limit on‑site inventory to five cars, prohibit vehicle repairs and indoor storage of vehicles, require landscape improvements per staff recommendations, and call for striping or other identification for the five designated display spaces. Commissioner Cornelius moved the recommendation; the motion passed 5–2 with Commissioners Jenkins and Roberts opposed.
