Custodial staff, cafeteria workers and SEIU Local 99 representatives asked the board to oppose planned layoffs under agenda item J6. Speakers described long‑running vacancies, operational impacts (unclean facilities, health inspections, increased workload for remaining staff), and alleged that the district proposed eliminating 21 custodian positions and replacing them with 13 supervisors. SEIU warned the board that failure to engage in impact bargaining could result in PERB charges.
Union negotiator Manny Rangel and assistant government relations director Ryan Emerson urged trustees to delay action until the district meets and confers with the union. Following discussion, trustees voted to continue the classified‑layoff items and related PKS to March 3 so staff can seek legal guidance and consult with bargaining partners.
