Variances granted for Rosemary Lane homeowners to build 30x30 garage; board cites well/septic constraints

The Board of Appeals approved two variances Sept. 4 to allow construction of a 30x30 detached garage at 1955 Rosemary Lane, Port Republic, concluding the requested adjustments were the minimum necessary and driven by well and septic constraints on the parcel.
Contractor Albert Desaceras represented homeowners Dale and Jesse Espinshade and described the site: two acres with much of the rear area constrained by septic and a backup septic recovery area and a well. Desaceras told the board the proposed garage location is the only usable flat area that meets separation requirements from the well and septic and that the garage design will match the house in siding and roofing.
Board members reviewed the staff referral, field photos, and utility proximity questions (transformer on the property line) and discussed requirements for concrete washout, erosion control, and SMECO coordination if utility relocation or protective measures are required. The board found no injury to the public interest, concluded the variances would not adversely affect implementation of the comprehensive plan, and voted to grant both variances. The board closed the record and will issue an order specifying conditions and required permit steps.
