Council adopts 'Garland on the Rise' 2026–2036 strategic plan

The Garland City Council on June 16 adopted the 'Garland on the Rise 2026–2036' strategic plan, a 10‑year blueprint city staff said is intended to guide growth, strengthen neighborhoods and address financial challenges.
"It offers a vision forward for the city for the next 10 years to solve both the housing problems that have resulted in a decline in some of our residential areas and challenges to our commercial corridors," City Manager Michael J. Betts said during the presentation. He added, "And it also deals with the plan to deal with the structural financial difficulties that result from senate bill 2 and the revenue caps that the legislature has imposed on us." The council voted to adopt the plan by voice vote; staff reported no public speakers on the item.
The city manager framed the plan as a response to constrained local revenues and as a roadmap for neighborhood, economic and infrastructure investments over the coming decade. Council members moved immediately to adopt the plan after the work‑session recap; Mayor Pro Tem Margaret Luck moved adoption and the motion was approved unanimously. City staff indicated implementation will proceed through discrete near‑term actions, including selecting economic focus areas to prioritize investments and staff time.
