District staff presented updated board policies and administrative regulations designed to align with state law and guidance on response to immigration enforcement, access to records, and safety plans. Douglas Meza (assistant superintendent in HR) explained AB 495 and related changes that require districts to adopt language reflecting attorney‑general model policies and to submit documents to the California Department of Education by March 1.
The proposed updates include a new BP/AR 1445 (response to immigration enforcement) that limits staff actions regarding immigration status, clarifies responses when enforcement officers request student information or enter nonpublic areas, and establishes complaint pathways under existing uniform complaint procedures. Staff said the changes also add definitions of district officials, update directory information release rules in light of AB 677, and add reporting for seclusion/ restraint data to the district website. The draft policies will return to the board for action at a future meeting.
