Trustees said the objections centered on project cost and the belief that listed properties would not benefit from the upgrades; trustees also noted annexation concerns for some landowners who currently drain in a different pattern. The trustees recorded the objections and explained that, at the time, owners holding 70% of district acreage had not objected, so the statutory remonstrance threshold was not met.
