Concept plan for Shore Veterinary Clinic draws questions about barking, IDOT access and site layout

The board reviewed a concept plan for a proposed Shore Veterinary Clinic on a 3.11-acre portion of a 9-acre parcel in the Town Center. Community Development staff described a 10,000-square-foot building, a 3,000-square-foot outdoor dog yard, 62 parking spaces, a dog-daycare limit of 20 dogs and eight boarding runs. "They're proposing a 10,000 square foot building," staff said.
Applicant Jeff Kilberg of Apex Design Build told trustees the 3.11 acres are part of a larger 9-acre subdivided lot and explained the road, access points and coordination with IDOT. "So that is obviously planned into the 3.11 acres," Kilberg said about the portion the clinic would occupy. Trustees questioned sound mitigation, hours of outdoor activity, enforcement if barking becomes a nuisance, and whether a future supermarket or heavy-use development on the remaining acreage could change traffic expectations. Staff said landscape buffering, operational controls and leash/attendant rules would limit noise and that IDOT access remains a permitting step.
