Shorewood staff proposes zoning cleanup; board sends draft changes on employment agencies, board-game cafes and notice rules to committee

Community Development staff described a multi-part 'cleanup' of Title 10 aimed at codifying uses and improving notice procedures. The proposed changes would allow employment agencies in B-1 as well as B-2 and B-3 districts and provide a definition: "we define an employment agency as a company contracted to recruit, hire, and or staff employees for other companies or to assist job seekers in obtaining employment," staff said.
Staff also proposed a definition and allowance for board game cafes as a quiet commercial use (not gambling), new rules requiring written notices for planning hearings 15–30 days before a public hearing with first-class mail and delivery confirmation instead of certified mail, and a requirement for a simple on-site sign (with possible QR code) to provide public-hearing information. Trustees raised procedural and implementation questions; Trustee Luciano (and others) moved to send Item 3 to the Committee of the Whole for further review and the motion carried by roll call (one No).
