Board accepts completion of DDPAK 1; contract came in under report estimate, retainage and one-year warranty noted

At the completion hearing for Drainage District PAK 1, Colin presented the project history and final numbers: the report originally estimated about $760,000; the low-bid contractor (Wrightsville Excavating) completed the work and the final contract amount was $487,364.17. "The final contract amount with Wrightsville Excavating ... was $487,364.17," Colin reported, and he told the board the final project cost estimate after contract adjustments would be roughly $682,000, below the original report estimate.
Colin told the board the work triggers the start of a one-year warranty period and explained retainage procedures: by law the board held back 10% of the contractor's pay (roughly $49,000) and, assuming approval, retainage would be released 30 days after the meeting. After public comments and some negotiated adjustments to landowner damage claims, the board moved to approve completion of DDPAK 1 and to direct the auditor's office to pay damages "as discussed." The motion was seconded and carried on an aye vote.
The board also read a pay estimate for an owner in the project of $62,440.55 earlier in the meeting; Colin explained the timing and how outstanding reimbursement credits may be applied against future assessments. The auditor's office will handle final payments and any separate pay claims that supervisors or landowners submit.
