Shorewood resident urges ADA accommodations, says he will complain to HUD after HOA disputes

Felipe Franchini, who identified himself as a Shorewood resident and veteran, used the public comment period to say the homeowners association in his neighborhood has blocked his attempts to secure ADA accommodations and that he has faced harassment after challenging HOA practices. "I'm a resident of Shorewood," Franchini said as he introduced himself, and later told the board, "Now my next complaint is gonna be complaint is gonna be to HUD to make sure that my ADA, civil rights, gets respected."
Franchini recounted a history of involvement with village public works dating to the 1970s, said he suffered strokes that limit his speech and mobility, and asked the board to consider allowing extra speaking time for residents with speech impairments. He also said he believes the HOA committed election irregularities at an Edgewater HOA meeting last year and that he has filed complaints with the attorney general's office. The board did not take immediate action during public comment.
