Village amends code to allow towing as conditional use in I2 zoning district

On Oct. 8 the Shorewood Village Board approved an ordinance amending Title 10 to add towing services as a conditional use in the I2 zoning district. Planning staff said the change would give property owners and applicants a route to apply for a conditional-use permit and receive Planning & Zoning Commission review and referral to the board.
Staff explained many automotive uses are traditionally located in B4 zoning, but a recent applicant requested a mechanism to locate towing in the I2 district at 300 Avondodge Drive. The Planning & Zoning Commission held a public hearing, heard three or four speakers oppose the change, but voted 5–0 to recommend approval.
Under the amendment, an operator would apply for a conditional-use permit and the commission would hold a public hearing and forward a recommendation to the board; staff emphasized the amendment does not grant automatic operational rights and that permit conditions would still apply.
The ordinance change passed on the board's motion with roll-call votes recorded in the meeting minutes; board members asked staff to continue exercising tools to prevent repetitive testimony in public hearings and to manage public hearing decorum where possible.
