Hearing set for Lateral 12 repairs after engineer cites siltation and 1955 design limits

Colin, the reporting engineer from Jacobsen Westergaard, told the joint board the waterway known as Lateral 12 (constructed in 1955) has silted in places by up to about "a foot and 0.5" and that restoring the ditch to original condition would require regrading roughly 9,000 feet, or about one-third of the channel. "We're estimating 100,000 for those repairs," Colin said when presenting the survey and assessment schedule.
Colin said the assessment schedule places about 99.9% of the assessed value on Winnebago County land and about 0.1% on Kossuth County land, but the filing is for a joint district because the waterway crosses both counties. Board members discussed logistics and then moved to set a public hearing to take formal comments and consider assessments. The board motion to schedule a hearing for September 15 at 9:00 a.m. carried on an aye vote.
The hearing will focus on the engineer's report, remediation options (regrading versus replacing tile or open ditch), and the assessment schedule. Colin told the board the repair approach proposed would restore the channel to its original profile rather than deepen it beyond the 1955 design, and that more comprehensive options would be considerably more expensive. The board said notices will be mailed to landowners affected along the waterway.
