Kristen Decoy of the City Clerk's Office led an interactive training for the Match Board on Oct. 23, walking members through roll call, motions, voting thresholds and the board's standard operating procedures.
"I do recommend that boards acknowledge if members who are absent are excused or not," Decoy said during the presentation, noting that accurate minutes and consistent SOPs help preserve members' standing and public trust. She demonstrated the city's online municipal code portal and provided a two-page motions cheat sheet distilled from Robert's Rules.
Decoy emphasized practical steps boards can take to reduce ambiguity in motions: make motions specific (who, what, when, where, why), avoid adding agenda items that require a vote without notice, and use consent calendars for routine approvals. She pointed the board to a code reference for procedural motions and suggested updating the board's SOPs and filing them with the clerk's office by the end of the year.
The session was heavily interactive. Decoy ran role-play votes, asked members to practice making and amending motions, and demonstrated the clerk's board portal for accessing agendas, minutes and private notes. She closed the training by reviewing ethics and recusal procedures and answering members' questions about minutes and alternate members.
