Tennessee Department of Agriculture tells committee it has corrected recurring audit problems

Andy Holt, Commissioner of the Tennessee Department of Agriculture, told the Senate Committee on Government Operations that the department has taken several steps to correct recurring audit findings noted in prior sunset reviews and the September 2025 performance audit. Holt said the department has hired an internal auditor, redesigned user roles and is working with State Technology Services (STS) on onboarding and offboarding procedures and periodic IT reviews.
"We do want to discuss the Tennessee Department of Agriculture and Tennessee Soil and Water Conservation Commission, September 2025 performance audit," Holt said as he began his remarks; he later summarized corrective actions including new user roles, an IT consultant and a restructured CIS administrative team. Committee members asked a follow-up about ag enhancement grants and local farmers' equipment needs; a committee member relayed a suggestion to allow combining two years of ag enhancement grant funds to permit larger equipment purchases.
