Board funds North Bay Shore Harbor project, awards contract after bid shortfall

Oconto County's board approved additional capital funding and a contract award to proceed with the North Bay Shore Harbor Improvements Project on April 23.
County staff presented the project's history: initial 2023 planning estimated the project at $1,008,888 and the county later appropriated $1,317,830 in combined grants and county sales tax (including $550,000 county sales tax). When bids were opened on March 2, 2026, only one bid arrived — Summerset Marine Construction at $2,081,183.24 — producing a significant shortfall. County administrators and the Forest, Park & Recreation administrator negotiated reduced dredging volumes with the contractor, estimating savings of $738,498; sediment sampling costs of $10,689 were incurred and a remaining shortfall persisted. The board approved Resolution R2026-04-05 authorizing an additional $141,000 from capital improvement funds to cover sampling and remaining costs. With funding secured, the board awarded the adjusted contract to Summerset Marine Construction for $1,342,685.00.
Forest, Park & Recreation Administrator Chris Firgens presented the bid tabulation and rationale for negotiated reductions. The project award and funding authorization were adopted by unanimous electronic vote.
