Oconto County Board adopts revised standing rules, narrows public-comment scope

The Oconto County Board of Supervisors voted April 21 to adopt updated Standing Rules, including a new public-comment requirement that speakers sign in and be limited to three minutes on agenda items. County Clerk Kim Pytleski reviewed the rules before the board considered a series of amendments and voted to approve the package.
Board members debated competing language for the public-comment provision. The final wording approved as part of the amendments reads, "Public Comment: Speakers must sign in prior to meeting and will be given three minutes to address the county board regarding items on the current agenda." That amendment and the broader package were carried in roll-call votes during the meeting; one recorded vote on an amendment registered a single nay (Supervisor Bitters) while the final adoption of the Standing Rules as amended was recorded as carried.
A separate proposal to change the duties and compensation language for the county board chair (referring to 59.12, Wisconsin Statutes) failed on a later roll call, 8 ayes and 22 nays; those voting aye were recorded as Ragen, Hugo, Behrend, Porior, Lavarda, Parmentier, Ondik and Winkler. The board's organizational actions capped an initial session that also included the oath of office and distribution of election certificates.
