Village approves Town Center 2 annexation and PUD amendments for 139-home subdivision

The Village of Shorewood board voted to approve an annexation and development agreement and a preliminary planned unit development (PUD) for Town Center 2, a proposed 139-unit single-family subdivision north of Jefferson and east of Windstone.
Natalie, planning staff, told trustees the project includes six home models ranging from 1,866 to 2,907 square feet, with the smallest planned lot at 8,527 square feet and an average lot just under 9,500 square feet. She said the net density is about 3.16 dwelling units per acre, and staff expects roughly 149 total students generated by the development. ``They are planning to bring in 6 models of home ranging from 1,866 square feet to 2,907 square feet,'' Natalie said during her presentation.
The developer proposed site features that include three ponds (one large community pond plus two smaller north ponds), a continuation of the multiuse bike path along the pond, parkway trees on every lot, and a requirement that key corner lots include brick on the side. Staff explained anti-monotony rules that limit repetitive elevations (no more than three identical models adjacent) and listed permitted exterior materials including vinyl siding and Hardie plank options.
Trustees discussed variances and timing: the annexation agreement makes the ordinances effective when the land is transferred to the developer and allows four model homes initially and use of temporary office trailers and storage until the first model opens. Todd Lehi, the developer's vice president of land acquisitions, said final approval would be followed quickly by closing, contingent on receipt of a wetland permit; he said he expected the permit in June or July and that the Army Corps had received the application.
Trustee Brockman moved to approve the annexation amendment and development agreement and to waive the second reading; Trustee Chapman seconded. The board approved the motions by roll call.
