Kay County approves temporary appropriations; commissioners discuss salary schedule and specific increases

After extended discussion about the FY2026–2027 Estimate of Needs, the Kay County Board of County Commissioners authorized temporary appropriations equal to 50% of the prior fiscal year’s final approved budget for most accounts. The board made exceptions to fund Insurance/Benefits, Assessor–Visual Inspection, Kay County Clerk Maintenance, and the Kay County Free Fair at 100% of last year’s budget. The motion carried (Kreger, aye; Shanks, aye).
Elected officers and department representatives presented requested increases tied to a new Employee Salary Schedule: County officers proposed $100 increases to their salaries and Courthouse Security requested $100 increases; Emergency Management Director salary was proposed to be adjusted to a Second Deputy equivalent; the Sheriff requested an additional $89,500 to cover cost-of-living adjustments for 26 employees, overtime, fuel and longevity pay; the County Clerk requested $50,000 to continue digitizing county land records for online access; and the Kay County Free Fair requested $30,000. The Estimate of Needs was presented and discussed but not fully adopted beyond the temporary appropriations decision.
