Kay County commissioners approve routine claims, records services and appointments; table lighting bid

The Kay County Board of County Commissioners met July 6 in Newkirk and approved a slate of routine fiscal and administrative items, including payroll verifications for June 2026, maintenance and operation claims, and multiple purchase orders. Motions on these items carried unanimously with Chairman Jeff Kreger, Vice-Chairman Jason Shanks and Member Shane Jones voting aye.
Among approved items was a contract proposal for the County Clerk’s Office to receive archival imaging and related services from Kofile Technologies, Inc. District Attorney Brian Hermanson "approved as to form," the minutes state, and the board voted to proceed. The board also authorized two Applications for Financial Assistance and affidavits of financial inability to pay and accepted a state reimbursement to cover the Election Board secretary’s June salary.
Commissioners appointed Requisitioning Officers, Receiving Agents and Inventory Clerks for the General Fund and fire-department cash accounts for FY 2026–2027 across multiple volunteer fire districts, listing specific RO/RA/IC names for Bear Creek, Blackwell, Braman, Dale Township, Kaw City, Kildare, Newkirk, Peckham, Ranch Drive, River Road and Tonkawa.
At 10:00 a.m. the board opened Bid #2026-21 for permanent architectural lighting and received a single bid from Rainmaker Sprinkler Company for $64,540.00. The vendor described the system as covering the County Courthouse, Administration Building and OSU Extension Building with roofline lighting and said the system is expected to be maintenance-free for 10 years. The commissioners voted to table the bid for further review.
Clerk Tammy Reese presented a detailed list of purchase orders and claims, which included large equipment items and service contracts (examples from the record: a Purple Wave dozer listed at $101,200.00 and a J & J Custom Fire Inc. truck bed at $23,800.00). The minutes note that all supporting documents are available for public inspection in the County Clerk’s Office during regular business hours.
