Sheffield board reviews draft lease with Village Hall Alliance, weighs lease-to-purchase

President Mary Lanham moved the meeting directly to a draft lease between the Village of Sheffield and the Sheffield Village Hall Alliance (SVHA) to make the best use of time with Village Attorney Jacob Frost.
Trustees said they did not want to require board permission for every interior construction detail over the life of a lease provided it did not increase the village's liability exposure, and they asked that the lease be explicit that it apply only to the building’s original footprint and not to exterior property. Trustees also asked staff to actively seek alternative storage so the Alliance could occupy three bays at the old Village Hall within a proposed time window, possibly 36 months.
Attorney Jacob Frost asked trustees to consider flexibility in the document and noted an option beyond a simple lease. "An amendment can be presented anytime within the life of this lease," Frost said, and he told the board he would prepare revised language that also included a lease-and-purchase option for trustee consideration. The board directed staff to return a revised draft showing both a lease and a lease-to-purchase alternative.
The discussion focused on limiting long-term liability and clarifying the leased area; no final action on the lease was taken at this meeting. Trustees will review the revised draft when it is presented.
