The Board of County Commissioners voted on Aug. 26 to adopt the Halloween Point Park master plan update, accepting a staff recommendation that the plan be adopted and the record closed.
Parks and Recreation staff presented an 81‑acre plan that prioritizes paved and natural walking trails, multipurpose fields for football and soccer, upgraded baseball fields (including improved infield surfacing such as DuraEdge), better signage, and a proposed skate park. Stephanie Sperling, the park planner, told commissioners the draft was compiled after public outreach and that "we had over 2,000 people who responded to a survey" informing the proposed upgrades.
The plan includes an estimate of costs for individual components and a proposed 15–20‑year timeline for implementing improvements as funding becomes available. Commissioners discussed synthetic‑turf options and concerns about heat and infill, ADA accessibility of remote fields and grant strategies; staff said they are pursuing Recreation Trail Program and Program Open Space grants and will phase projects through the county CIP as funds are secured.
After discussion the board adopted the plan by motion and voice vote. The plan’s adoption provides design guidance for future capital budgeting and grant applications for Halloween Point Park.
