At the March 21 CDBG public hearing, residents and councilmembers raised a string of park and pedestrian priorities for possible use of CDBG or other funds. Councilmember Geovona Thompson and resident Steven Sherwood emphasized weed and maintenance work, with Thompson saying the parks should be "inviting" for picnics and Sherwood noting ongoing pre‑emergent orders and volunteer maintenance plans.
Sherwood also suggested adding a concrete pad under picnic tables and a sidewalk from the school to the Activity Center to reduce children’s exposure to goat‑head weeds. Julian Barclay urged completion of the paved pedestrian link between Upper and Lower Huachuca City so residents would have a direct route to the library and community facilities. Several commenters asked for shade at the pool and low‑maintenance turf or plantings to reduce goat‑head seed spread.
SEAGO staff cautioned that routine maintenance typically is not a high‑priority use of CDBG regional implementation funds, but recommended identifying specific capital or slum/blight areas that could qualify for program funding or pairing maintenance plans with facility upgrades that are eligible for CDBG.
