Manager Suzanne Harvey told the council the procurement code has not been updated in years and that the current $10,000 RFP threshold discourages bidders for smaller projects. She proposed requiring three quotes for routine expenditures and that the Town Manager be authorized to approve emergency expenditures up to $35,000.
Town Attorney Thomas Benavidez said he agreed with the proposed changes. Mayor Wallace directed staff to return with a draft ordinance at the next meeting so the Council can consider the formal code update.
