The commission recommended approval of case 26‑05‑REZ, a conditional rezoning of approximately 10.5 acres near Anderson Highway (U.S. Route 60) to a split zoning pattern allowing commerce center uses at the frontage and light industrial to the rear. Staff described proffers that require shared internal access, potential extension of a turn taper/turn lane, dedication of ultimate right‑of‑way when triggered and preservation of an easement for a future pedestrian/bicycle path.
Planning director Legan Webb said the rezoning advances the county strategic plan by consolidating commercial frontage, reducing additional direct curb cuts on Route 60, and providing opportunities for industrial development where the comprehensive plan designates gateway business. Applicant counsel Dan Jones told the commission the rezoning is tied to a single user purchase and proffers will govern roadway improvements and site configuration; he added that boundary adjustments will be recorded prior to site‑plan submission.
Members asked about VDOT coordination, turn‑lane placement and the single‑user intent; staff confirmed VDOT support for an internal shared access system and that detailed design will be addressed at site plan review. The commission voted 5–0 to recommend approval with the proffered conditions.
The recommendation will be forwarded to the Board of Supervisors; final site improvements and roadwork will be reviewed through site plan and VDOT processes.
