Residents complain about dog attack response; council discusses municipal court options

Residents at the June 8 Gladstone City Council meeting described an incident in which a neighbor allegedly drove through private property attempting to run over a dog, and they said deputies did not issue citations and returned the dog to the owner. City Attorney Christina Wenko explained law enforcement must witness a violation to issue a citation and that deputies can take statements which may be forwarded to the State’s Attorney to determine probable cause.
Sheriff Lee told the council the Sheriff’s Department is actively working on the dog-related incident and noted an increase in loud-music complaints. Councilmembers discussed that Gladstone lacks a municipal court and directed Christina Wenko to review prior ordinance revisions, prepare a list of violations recommended for conversion from civil to criminal, and contact the court administrator about the process to be added to the Odyssey case-management system. Residents were reminded to report incidents immediately and, when possible, provide photos or videos.
