District reports heavy FOIA activity and a pending Public Access Bureau review
Summary
Superintendent Dr. Margaret Clauson told the board the district received nine FOIA requests including detailed requests from Max Binnington for personnel and investigation records; a resident (Joseph Warfel) filed a Request for Review with the Public Access Bureau regarding bus routes.
The Board was briefed on a surge of Freedom of Information Act requests the District has received in recent months and on at least one Request for Review filed with the Illinois Public Access Bureau.
Dr. Clauson summarized multiple FOIA requests. On Dec. 15 and Dec. 22, 2025, requestor Max Binnington sought extensive records including documents identifying personnel who investigate misconduct, substantiated and unsubstantiated sexual abuse allegations involving district employees or minors, internal investigative reports, and pre-litigation settlements. The district responded to each request and noted that many requests are broadly written and require follow-up to clarify scope.
Other recent requesters included CT Mills (records of active employees), Owen Wang (full-time aide contracts and vendor contracts over $1,000), and Travis Ter Haar (paint orders over $1,000 in the past five years). Resident Joseph Warfel filed a Request for Review regarding the district's denial of a request for bus routes; the Public Access Bureau requested additional information and the District submitted a response via legal counsel on Jan. 13.
Dr. Clauson also noted updated FOIA procedures effective Jan. 1, 2026 that allow the District to require requestors to confirm they are human before processing certain requests.
