Council approved an agreement with KAJR Collaborate to complete Phase 1 feasibility validation for the City Center P3 in an amount not to exceed $74,600 and authorized the city manager to execute the agreement. The firm will perform market and cost analysis and prepare a feasibility report; staff described a roughly 12-week schedule with public engagement and at least two workshops to review findings with council.
Mayor Pro Tem Bonner expressed concern about paying the $74,600 up front when the P3 is intended to be financed by private partners and asked whether the fee could be rolled into financing or deferred until later. The KAJR representative responded that the study is a substantial, front-loaded effort that is difficult to absorb without some payment but said fees and developer offsets could be negotiated later if the project moves forward. Council agreed to fund the study from the city center capital project rather than the general fund and approved the contract unanimously.
Dan said staff will schedule subsequent workshops and public engagement to revisit the master plan, confirm public priorities and explore financing and whether the master plan needs amendments.
