A staff member explained the contractors "encountered some, sandier soil," which increased bedding requirements; he added that some offsets in other materials may reduce the net impact. Supervisor Decker moved to approve the change order and Supervisor Grama seconded the motion. After brief discussion, the board approved the change order by voice vote.
Staff said the additional bedding should allow the project to continue and that they do not expect another change order unless conditions worsen. Project contractors are progressing but working more slowly where individual lateral connections require more effort.
