Glassport Borough Council voted to fund a 12-month Operational Evaluation Study to investigate repeated fecal coliform exceedances at the borough sewage plant and determine whether incomplete nitrification is leading to chloramine formation and higher chlorine demand. The study, proposed by KLH Engineers and approved by the Pennsylvania Department of Environmental Protection (DEP), carries an estimated cost of $10,000 and was approved by council (motion by Mark Stecak, second by Meghan DeVerse).
The borough manager told council that "We have had repeated Fecal Coliform exceedances and need an Operational Evaluation Study" to identify operational causes and corrective measures. DEP has approved the study, and council voted to proceed so that staff and engineers can determine whether changes to process control, equipment, or maintenance are needed to return discharges to compliance. The approval does not itself commit to repairs or capital work; it authorizes the diagnostic study and associated laboratory and operational analyses.
