Council approves Cougarland/TGS seismic-testing agreement; one abstention recorded

The Roosevelt City Council voted Jan. 20 to approve a services agreement with TGS/Cougarland for seismic testing. City Attorney Grant Charles reported that he had reviewed the proposal and agreement and advised the council that the terms were acceptable; staff said they were neutral and left the decision to the council.
Representatives Doug Moore and Bruce Lindsey, who said they would work with the city to avoid damage and address bonding concerns, answered council questions about performance and bond collectability. Councilman B. Hancock moved to approve the agreement; Councilman R. Cloward seconded. The vote recorded D. Busenbark as abstaining and the remaining listed members voting aye, resulting in approval.
