Consultants explain service-unit method: vehicle miles, meters and fee calculations

Kelly gave examples used in the calculations: a PM peak-hour trip rate of 0.93 trips per single-family home and an illustrative 4.56 vehicle miles per home. For water and wastewater impact fees, consultants use a 0.75-inch single-family meter as the standard service unit and scale larger meters proportionally.
