Residents criticize council for ending moratorium; defenders cite recent comprehensive plan

The meeting featured sharply contrasting public comments about the city’s zoning process. Resident Danean Crawford accused the council of reversing a rezoning moratorium in a partisan manner and urged more meaningful reforms; she told the council, "Congratulations, you showed your true stripes, folded like a cheap suit and killed the moratorium."

By contrast, landowner Jonathan Cunningham defended the city’s existing approach, noting the 2021 comprehensive plan underwent extensive public engagement and arguing that private subdivision without oversight could create fragmented sprawl that would undermine the city’s preservation goals. Cunningham reminded the council the comp plan was adopted after several public meetings and a unanimous council vote, and urged leaders to use the plan and ordinances to manage growth.

Council comments later in the meeting reiterated a desire for civil, constructive discourse and emphasized the need for broad public participation in a future comp-plan update. Several councilmembers said they intend further work on process concerns raised during the moratorium, but no formal process changes were recorded in the minutes for May 6.
