City previews downtown parking management pilot; staff to seek up to $150,000

Lucas Railey presented a downtown parking management pilot that would use computer-vision cameras, a dashboard and wayfinding signs to display availability at the South Kentucky lot, the Cloyd lot and the Chestnut Garage. Railey said the pilot will collect a month of baseline data, then display signs to test whether behavior changes redirect cars to underused lots.
"And so if we see this being successful, there could be a 2nd phase where we add a sign on Virginia as you're coming into downtown," Railey said while describing placement options and a hybrid approach (app plus signs) for visitors. He said staff intends to request a not-to-exceed $150,000 for the pilot from TIRS 1 and estimated the pilot would run about seven months with setup, a 30-day baseline and follow-up monitoring.
