Commissioners questioned what inclusion in the Town Center would allow and raised infrastructure concerns for Sandy Bottom Road. Commissioner Lynn Dellahey said approving the change would "set a precedence to continue just to keep chipping away" at rural preservation, arguing the commission should protect the county's rural character. After a motion to deny the application was moved and seconded, the commission conducted a roll-call vote and approved the denial.
Staff noted the Town Center designation is often a prerequisite to subsequent zoning changes that enable greater density, and members said they weighed that downstream effect in their decision. The denial leaves the applicant able to pursue other, procedural avenues, including possible reapplication with additional community notice.
