The Dinwiddie County Planning Commission on June 10 recommended disapproval of Conditional Use Permit C-26-4, which would have allowed an event facility on a roughly 193‑acre A‑2 property at 2773 Horsetrail Rd. Staff recommended approval with detailed conditions addressing number of events, hours of operation, parking, VDOT driveway standards, EMS requirements, lighting, buffers and revocation provisions.
Supporters described family‑oriented, educational events run by the Rockville‑Centerville Steam & Gas Historical Association and noted the applicant’s track record; volunteer Denise Gammon told commissioners the organization’s goal is to “celebrate the history of rural Virginia.” Commissioners expressed concerns about safety at the site entry and parking across Horsetrail Road, and debated reducing the proposed cap of 12 events per year; Commissioner Alvin Langley asked if organizers would accept reducing the number to six and Ms. Gammon agreed. Commissioner Edward Titmus moved to recommend disapproval with the suggestion that, if approved, the special events condition be revised to apply to “all events” and the annual cap be reduced to six. The motion passed (yes: Simmons, Titmus, Langley, Hayes; no: Taylor). The recommendation will be forwarded to the Board of Supervisors.
