Planning Commission recommends disapproval of Meadows' conditional use permit for automobile repair

The Dinwiddie County Planning Commission voted to recommend disapproval of Conditional Use Permit C-26-3 on June 10 after hearing staff recommendations, VDOT entrance comments, and multiple neighbors who opposed the proposal. The permit sought to allow Angela Meadows to operate an automobile repair business on a 24.64‑acre parcel at 12116 Aliff Drive in the A‑2 Agricultural General district; staff recommended approval with nine conditions including screening, restricted hours, code compliance, and VDOT‑standard vehicle access.

Neighbors raised traffic and child‑safety concerns. Tracey Davis said she opposed the permit because “the traffic from their business will endanger the children who play and ride bikes on the private road” and argued the business would change the area’s rural character. Planning Director Mark Bassett clarified a standards question about inoperable vehicles: “what we currently have in the Dinwiddie County Zoning Ordinance is inoperable vehicles is based on the number of bays in your building for repairing vehicles. The building appears to have four bays, which means they can have up to a maximum of fifteen inoperable vehicles on the property.”

Commissioners split on whether conditions would mitigate neighborhood impacts. A motion to recommend approval (moved by Alvin Langley) failed on a 3‑2 tally in favor of disapproval; a subsequent motion to recommend disapproval passed unanimously. The commission’s recommendation is advisory and will be transmitted to the Board of Supervisors for final action.
