Planning Commission recommends rezoning of four Nottoway Ave. lots for R‑U development

The Dinwiddie County Planning Commission voted June 10 to recommend approval of rezoning case P-26-2, advancing a request by Sherman L. Greenwood Sr. to change four parcels at 25811 Nottoway Ave. from Residential, Limited (R‑1) to Residential, Urban (R‑U). Planning staff told the commission the change would allow the applicant to combine existing small lots and develop a single-family dwelling consistent with the county’s Town Center Area guidance.

Planning Commissioner Edward Titmus moved the recommendation for approval, reading the standard Virginia‑code justification on the record: “I move that rezoning P-26-2, as presented, be recommended for approval to the Board of Supervisors.” The motion passed with five votes in favor (Hayes, Langley, Titmus, Simmons, Taylor). Staff cited past similar rezonings in the West Petersburg area and noted public water and sewer service through the Dinwiddie County Water Authority would serve the new dwelling.

Staff presented findings that the R‑U district is intended to address established small‑lot neighborhoods and that the requested classification is consistent with surrounding zoning and the Comprehensive Land Use Plan’s Town Center designation. The report estimated a minimal impact on public safety and roughly one additional student in the county school system at full build-out, based on a factor of about 0.47 students per household. The commission’s recommendation now goes to the Board of Supervisors for final action.
